Dr. Paul Y. Chua is a distinguished Career Executive Service Officer and accomplished scholar with dual doctoral degrees, serving as Deputy Administrator for Operations & Engineering of the Light Rail Transit Authority (LRTA). His advanced academic credentials include a PhD in Peace and Security Administration from Bicol University and a newly completed PhD in Fiscal Management (DFM) from Lyceum University Philippines (2025), complemented by master's degrees in National Security and Customs Administration.

As a Level 3 Public Procurement Specialist (Advanced) certified by the Government Procurement Policy Board (GPPB), Dr. Chua brings exceptional expertise in government financial management and resource allocation. His exceptional academic performance includes placing 7th in the 2005 Licensure Exam for Customs Brokers.
